When a check runs from only one place, a slow minute in that one place — a transit hiccup, a noisy neighbor, a routing blip — can page you at 3am, over something only that one path could see.
No region has the final say. Pulsecima confirms an incident only when failures are seen from at least two fresh regions. A failure seen by only one region doesn't become an incident alert.
